- Abstract:
- e-KTP, or Kartu Tanda Penduduk Elektronik, is the government-issued identity document for Indonesia citizen. It received legal foundation through the parliament approval of Act No. 23/2006 regarding Population Administration. Although Indonesian government engaged nation-wide identity card replacement, citizens didn’t receive different experience when accessing the public services. Aside from Indonesia, other countries are also pursuing digital identity implementation. One of the examples is Estonia. The purpose of this paper is to do comparative case study of Estonia and Indonesia to understand the role of digital identity to deliver integrated public services. The approach of the paper is qualitative methodology to identify the gaps in the digital framework and its supporting policies. Several suggestions will be included in the conclusion to spark further discussion about moving e-KTP beyond the corruption scandal and leverage it as the strategic tool to deliver better integrated public services for the citizen.
